A major state government cluster was consolidating seven agencies into a shared SAP S/4HANA Platform-as-a-Service environment. The transformation spanned Finance, Projects, Procurement, HR, and Payroll, replacing over 21 legacy systems. With high visibility and tight timelines, clean data was essential to ensuring service continuity across the public sector.
Challenges:
- Extremely high volumes and diverse data sources, across SAP, non-SAP, and mixed-quality formats
- Each agency had to align with strict data standards as a new ERP tenant
- Payroll accuracy was critical due to the high-risk profile
- An 80% data quality target was required by Mock 1 to protect test cycles
Outcome:
- Exceeded the 80% data completeness goal by the first mock load
- Enabled two parallel payroll test cycles with no disruption
- Avoided rework, delays, and downstream change requests through early, structured readiness
- Established a repeatable, auditable, and scalable migration framework for future agency onboarding
